Catalina | Congress is not bound to rubber stamp the Presidents every whim. He was not FORCED to sign the bill. Of course they could have overridden him if he'd tried to veto it.. The different branches were installed to keep each other in check regardless of party. Congress are supposed to represent their constituents and the Prez is supposed to Execute the Legislation. If they follow his direction thats one thing but they are not his gophers.
